That may be the problem - you have bonsai tree paeony ;-)

OK, it's not very old yet (do you mean it is 3 years old from seed, or 3
years from buying it as a plant?), so maybe it's just youth. But I think
one way or another it's not getting enough nutrient. Have you changed
the soil at all in that 3 years? It's difficult to keep the soil in good
condition using fertiliser alone. But tree paeonies are big plants, and
I wouldn't think that container is large enough, either in width or
depth.
