Default When to transplant brambles?

As with all plants, spring is best, when the plant is gearing up to new
growth. However, since with us brambles move in at any time of year
from the field next door, I am not sure it is worth worrying about.

However your interlopers have roots firmly embedded "over the fence" and are
in fact layering. What I'm talking about is digging up the entire plant and
moving it".
