Default Opinions on "Indoor Allotment" Idea

Planning Permission for 'Change of use'?
Parking?
Plot holder's Insurance when they damage a pane of glass for example?
Security of plot holder's tools? Or would you allow each plot to have a lock
up shed? ;-(
