It depends on how many seeds there are in the package. As an example,
tomato packs usually have 30 seeds. That is 17¢ a plant if I get 100%
germination and 34¢ a plant if I only get 50% germination. When I can
average 10 pounds per plant in a decent year I consider it a great
bargain.

20 plants (not 100% germination) times 10 pounds = 200 pounds of
tomatoes. $5 per package / 200 pounds = $.025 per pound.

Sometimes the cheapest seeds are not a great bargain.

Or you can start getting seeds for open pollinated plants and save
your own. You only have to buy them once.
