Because it makes it much more likely that there is a continuous
stream of moving traffic, with no gaps adequate for crossing.


Faster traffic means that cars appear round a corner with less time for
you to estimate their speed and judge whether there is time to cross.

I certainly find it easier to cross the roads in my area where the
traffic is moving more slowly.
