Doug spaketh thusly:

The Weather service has a degree days of cooling and heating listing for
each of the weather stations they have on the Colorado site. I forget
now where I found the database 4 years ago, but there is a NOAA database
on line where you can put a zip code and a temperature minimum in and
get a total degree days of either heating or cooling from that
temperature.

Try he

I think the proper term is "heating degree days." If the original
inquirer were to have at it with Google, he could probably compare heating
degree days where he currently resides with those of where he is going.

Plus, www.wunderground.com has an excellent database of historial
data for temperature (among other factors) for different locations.
