Default dead hanging basket

It's either not looking very well, or it's dead. If it's dead it's dead.
Empty it out and put it away for next year. If it's just droopy, you need
to get water into it. Just watering on top won't be enough, most runs
off/through. If it's possible, hang it up in a tank of water to soak up as
much as poss. Otherwise, water it several times, and site it out of the
sun.

I should also have said, remove any flowers which have gone over and are
trying to set seed. This will make the plants produce more flowers.

If it's over-dry, it's likely that the compost has crusted on the top.
If you think there's a chance of saving it, and you can get in between
the plants with something (a stick would do), try to break up the
surface of the compost a bit - this will allow more water to soak in
rather than run off. Then water gently and frequently (a little every
hour or so) for a day and it should rehydrate.
