Hello,
I'm looking at the territorial seed company catalog. They sell
nematodes, lady bugs, and lacewings and praying mantises.

Wont they just fly away.

Not if you provide a suitable environment for them. Insects only live a few
days or weeks generally, you are trying to establish a breeding population
so there needs to be food and conditions that suit them.

My crappy neighbor lets his cat bust my garbage open. And his dogs
bark and keep me awake. And he's just generally a nuisance.

I'm thinking 18,000 lady bugs in his house for $54.95 should about
make us even.

Check the catalog and see if they can do a plague of locusts or cockroaches.

They don't do anything damaging right. Like eat wood.

If you are asking if ladybugs eat wood - no.
