Had to do check back on this one.

I thought it was a ban but it's a stop sale order whicch supposedly
is a somewhat lesser thing. Everyone was talking about it being
banned and I never questioned it.

The concern is liver damage.


The other possibility is untaxed intoxication by the populous. Bad bad bad!
