In The Netherlands they enforce fishery rules with the help of very big
fines.


And the Spanish with the biggest fishing fleet? Last I heard they only had
two chaps to "police" it and they are in an office in Madrid!

In the EU, everybody thinks they're the only ones who obey the rules
-- except the Mediterraneans, who don't accept the weird northern
notion that rules aren't simply an entertaining literary form you're
not actually supposed to comply with.
