I would sow in the greenhouse, much more light. Should be warm enough,
if in doubt , try sowing in a very little flower pot, and then place
it in an up ended coffee jar, so its a mini greenhouse within a full
size greenhouse. I propagate fuchsia cuttings that way at this time of
the year.
