Yes, you can do that if you want to pay a lot for seed and have most
of it go ungerminated.
If you're seeding, you need to get the seed in good contact with the
soil. For small
areas, you can do that by using a rake or similar to rough up the
soil. For larger
areas, best solution is to rent an over-seeder machine. That cuts
grooves in the
soil and drops the seed. Do the math. Spend $50 on seed and see most
of it
go to waste. Or spend $50+ $65 and have excellent results.
