There is the concept of relative poverty - being unable to share in the
lifestyle that all around you take for granted, or seeing any means to do
so.

That is one of the points which a reformed ex-criminal made very
articulately on Newsnight recently.

But there's no excuse for looting and violence.

He also made that statement, he was not condoning the looting, merely
explaining it.
