norm as in parts of Germany in the late 1950's.

Responsible people will keep their animals in.

'Cats are roamers and we cannot keep them in all the time' Cat owners
keep telling us. I wonder if they change their tune if the wholesale
slaughter of roaming animals is brought in? :-}}
