So? Let him. It's not YOUR yard he's doing this in.

FTR, I spread circa 26 cubic yards of 3/4 decorative rock (locally
named "sonoma rose") over a water-permeable road underlayment fabric
material in the patch alongside my garage and driveway, and try as I
might, I can't keep things from volunteering in there, even withtout
soil. Go check on how you grow sprouts at home (wheat grass, alfalfa,
buckwheat, etc) - the stuff grows fine without soil. Add a bit of
dust, and you're golden.

I offered to go over and HELP him plant grass the right way, on top
of topsoil, but I guess thats not good enough for you CHILDISH Brooklyn1.

But uhm, didn't you say your neighbour wasn't interested?
