As mentioned above... your carb is flooding! The trouble with this problem on a Suffolk Punch is finding out which engine / carburettor it is fitted with. Zenith, Dellorto, Tillotson, Techumseh were just some of the carbs they have been fitted with over the years. Nearly all of them are VERY obsolete and near impossible to find spare parts for!!!
