odium chlorate is available from various on line sites. but the "ban " is for two reasons. One is that plant debris treated with sod chlorate is liable to bust into flames unexpectedly. A number of cases of compo claims were made because of it. e.g. People sitting on bench in cemetery with weed debris beneath were burned when it caught fire suddenly. Second is that it can be used in explosives whish in light of terrorism today is made hard to get. ammonia and ammonium chloride can be quite potent if you can stand the smell. use goggles whichever Hope this helps. you use.
