Most microwaves will not sterilise dry soil. The soil will have to be
wet all the way through. A bit like cooking a mud pie.

Damp, not wet, I use an old rat bait container (No metal handle)that
holds around 10 litres of soil, make sure that there are no stones in
the soil, and DON'T pack the soil in hard, loose works much better.
I give it around 20 mins on full power with a lid on loosely to hold the
steam in. Leave it to stand for half an hour before tipping it out.
If you have 2 containers then you can get quite a lot done in a morning.
