Elderly relative living abroad by herself, is having most of the
fruit eaten by birds from a fruit tree about three and half metres
high.

Since she is too old now to get a net over the tree, is there
anything else she might usefully be able to do to stop the birds?

Mirrors seem to work.
A few old cd's tied, knotted and spaced to a length of string and a
few stones tied(to give throwing weight) can work. Throw the whole
thing and aim as high as you can to the hight of the tree. If it
works do some more. The string will rot over time so its not up there
annoying you.

I do wonder if she is to old to get a net over the tree how she would
pick fruit from the top.
Could she net a few lower branches for herself and let the birds have
the fruit on top?

I think it is a matter of where the picking will be. A net on the lower
branches should work. And let the birds help themselves to the rest.
