Original thought it was some exotic disease, but the tree/leaves don't show any of the symptoms for those diseases.
Any ideas what it could be?

The photos of leaves show lobed leaves. I've never seen a citrus with
lobed leaves. Yet the rest of the photos do indeed show a citrus tree.
Even the lobed leaves resemble citrus leaves.
