Larry Swisher: Work on forest plan reason for hope

For their pains, the main Democratic negotiators - Reps. George Miller
of California and Peter DeFazio of Oregon - were villainized by
environmental activists for having sold out to the timber industry and
becoming part of what they call the congressional chainsaw caucus.
Their big sin was agreeing to let commercial logging be part of the
project mix.

"Commercial logging": There's a big sticking point in the resistance
of these thinning proposals. Many "preservationists" bristle at the
thought of people making money off the National Forests. They don't
understand that trees down to 7" in diameter do have "commercial"
value. They picture endless 3-log loads going down the road to the
mill.

"They couldn't trust us, and they launched some vicious attacks that
didn't help in the negotiations," DeFazio said. The group established
a good foundation that it could build on "during more sane times,"
perhaps after the November election, he said.

Excellent self-deprcating humor. Anyone who can laugh at themself is
OK in my book.

On the other side of the table, the Republican team of Scott McGinnis
of Colorado and Greg Walden of Oregon was criticized by GOP colleagues
for making too many concessions to the Democrats. For example,
McGinnis agreed to incorporate a DeFazio provision that would preserve
fire resistent, old-growth trees from being cut down.

Funny that a serious reporter would get McInnis' name wrong! Also, it
is funny that McInnis "agreed" to drop the idea of cutting old growth
as a "concession"
to show he was willing to "compromise". Actually, both Bosworth and
Norton never hinted that old growth would be cut. They did say that
"larger" (as in medium-sized trees) trees might be cut along with the
smaller trees. Are there going to be diameter limits with this
proposal? If there is, what happens to a larger pine that is loaded
with misletoe, raining down death upon smaller pines coming up
underneath? Cut it or girdle it, I say.

Arizona members complained that the bill's emphasis on reducing fire
threats near communities and homes and protecting roadless areas would
allow little salvage logging in most of their state's burned-over
forests.

Salvage logging of burned timber should be a whole different issue.
