Default [IBC] IBC Site to switch hosting company

Well folks, after a few weeks of negotiations, I have achieved what I think
is fantastic results.

Our site will be sponsored by Rochen, a web hosting company. In other words,
we will not have to pay for web hosting!

Let me remind you, however, that web hosting is only a fraction of costs
involved in running the IBC (no salaries, we're all volunteers!)

The new host is a well established company that has been doing business for
a long time. Their statistics are good (no downtime in eons, except for
servers upgrade once in a while).

I have been using them for years for my business, and one thing that really
marks them apart is the level of service they offer. They are extremely
responsive and quick to solve technical issues.

In exchange for donating space, they asked that we put a small banner. As
the feedback from people had been it's ok to put banners if it helps the
IBC, I thought this was acceptable to all.

Chances are, if all goes well, you won't see any change. The site may have
to go down temporarily (a couple hours at most). There will be ample
warning.
