At least for a while beginning March of last year Florida embargoed
ALL plants from California, because California would not list the nurseries and
plants where it had found SODS.

Then in May the blanket was removed but replaced by a requirement
that:

“The nursery does not have in its inventory Sudden Oak Death host plants or
associated host plants.”

That last would seem very difficult to comply with.

From an Orlando Sentinel article last March:

California agriculture officials said this week that not all plants carry the
disease and that they hope Florida's blanket embargo can be lifted as soon as
possible. But they stopped short of saying that Florida went too far in
imposing the unprecedented blanket embargo on March 15.

From Florida DOA site:
Florida Import Restrictions due to Sudden Oak Death Disease
Effective May 26, 2004
Effective immediately, Florida will accept ornamental nursery stock shipments
from the State of
California certified with a California Certificate of Quarantine Compliance.
The following will be
required:

Plants listed on the current Sudden Oak Death host and associated host list
will not be
accepted.

No species of Rosa will be accepted.
• Plants originating from nurseries that have Sudden Oak Death host plants or
associated
host plants in their inventory will not be accepted.
• Plant material from nurseries that have been found positive for Sudden Oak
Death will
not be accepted.
• The Certificate of Quarantine Compliance must be faxed from the nursery in
advance of
the shipment to 352-955-2301.
• Route of entry into Florida must also be provided.
The following Additional Declaration must be stated on the Brown Garden Snail
Certificate of
Quarantine Compliance:
“The nursery does not have in its inventory Sudden Oak Death host plants or
associated
host plants.”
