Default Dying basil plants

Set out basil a week ago; plants were doing well until today, when one
wilted. I dug it up and found the stem partially eaten below ground
level but not cut through. Small whitish larvae-looking things about
1/3" long were crawling around in the root ball. Don't know if
there's a connection or not. Have grown basil for years and never had
this problem. I'm in Atlanta, GA.
