* wanting to grow medicinal herbs
* 5000 feet elevation
* winters to 0 degrees F;
* summers to 90 F, usually colder; temps may freeze in summer.

If it's commercial growing, the most important questions to ask a
1) what plants will grow, and
2) what plants do buyers want.

If it's for home use, pretty much anything goes.

More or less the same that I grow in Michigan: mint, thyme, sage (only
the hardy variety), oregano, lemon balm, dandelion (or various
chicories) and garlic. There are many more less common herbs that will
grow in your climate, at some point you should post what this person
wants from herbs. Mint is mostly digestive, dandelion (and garlic) is
a major blood and liver cleanser, sage, thyme and lemon balm gently
put you in a good mood. Due to acid soil, I also have dock and
burdock (also major cleansers), yarrow and elderberry (infections),
sheep sorrel and echinacea (immune system), and linden (sleep) growing
wild in or near my yard. All these will grow there I believe,
depending on soil pH, except linden and elderberry. I also buy major
herbs at the grocery store or farmer market (such as lemon, ginger or
celery), as well as minor herbs (carrots, onions, blueberries, etc.).
Some of these will also grow at your site, most notably carrots,
onion, and celery.

If this person needs a little help sleeping he or she could try
chamomile, if he or she needs something to fight infections, calendula
will possibly grow there. I have a very good Encyclopedia of herbs
from Andrew Chevallier, and Otto Richter and sons are the unsurpassed
herb providers in US/Canada (their catalog gives the growing zone. you
should try only zone 5 and lower herbs at your site)
