I purchased an expensive bulb (fluorescent) about 3 months ago. It
cost about $25 and has a foil strip on the back for added directional
light - I guess. Anyway, just bought a second bulb (2 bulb system)
and it looks a lot "whiter" when looking at it. Almost makes the
first purchased bulb look a little brownish or "off white". Does this
mean the first bulb might be bad or need replaced already. Seems like

Depends heavily on the type of bulbs. It's probably just fine. Aquarium
bulbs vary in color from white to blue to yellow and beyond depending on the
spectrum they provide. I tend to stay away from the yellow ones simply
because I don't like the way they make the tank look, and my plants are
doing fine enough for me. Most bulbs should last from 6 months to a year
depending on how particular you are about light quality.
Others who know more about lighting can give more detailed info.

No. Different lights give off different spectrums of light (colors) Some a
bluish, some white, some yellow.
