Default Central Florida St Augustine Problem

I'm having a terrible time getting our St Augustine lawn to look real good.
I think it's due to the hard sandy-clay dirt it's planted in.

If I were to top dress it with some black dirt would this make things
better. How much would it take?

Any other suggestions?
