Default tucson dormant bermuda/buffalo grass

How oftern should I water to get the dormant bermuda grass growing
again?
I recently power raked (dethatched) and most of the winter rye has died
off, but it doesnt seem to be coming back like it did last summer here
in Tucson. Any thoughts?
