FWIW, in my experience it doesn't matter - note I said in "my"
experience. Our neighbor is moving and offered us the descendents of the Iris we gave them 28 years ago when we moved in. We transplanted them a month ago when Albuquerque's weather was right at 100º and it didn't affect them or the tiger lilys in the least. They are now all happily growing back in our front yard from whence they came. BTW, it was in the month of July (1975) when we dug them out and gave them away originally. i moved my iris, and they seemed to do just fine, although not one bloom this year!

However, if you take some care, you can move them successfully almost any time; just make sure they get watered after you move them.
