Default Vinca Minor - Trailing/Cascading?

I am thinking of using Vinca Minor on top of a small concrete
retaining wall and am curious if it will cascade down the side of the
wall.
The planting area is 18"wide x 80feet.
The concrete wall itself is 8" thick by 2ft tall and borders a
driveway and think it would look nice if the Vinca Minor cascaded down
the concrete wall a bit, but just have no idea if it would do that.
and Home Depot has it for $2.29/6 starts right now.
any comments appreciated.
