Default Big Mistake Fert-cultivate-seed, Need Fix,

Ok so I thought I'd sweeten the soil by using Scotts Weed and Feed a week
before I tilled an area in my back yard here in Zone 7. the seeded area lay
dorment for over two weeks without a single sprout. I need a proper fix.

Should I put lime down to nutralize the soil.

Should I get compost and blanket it.

Should I buy more seed and start over...

Please Help

Put new topsoil down.
