Hi Bruce

I agree it is a Speedwell. I see from your email address that you are in
UK. Where was the photo taken? Is it wild or cultivated? Can you supply a
picture of the leaves (lower and upper) and their stalks? Is the colour
shown in your image about right?

At first sigth I would say Spiked Speedwell (Veronica spicata), but from
Mel's refereenct, V. gentianoides is also possible.
