Default purple Norway Maples; recessive genes or mutation?

Albino-ism is due to recessive genes. So I wonder whether the purple
color of some Norway Maple cultivars is due to recessive genes or if due
to a mutation?

Are the majority of cultivars due to recessive genetics and only a few
cultivars due to a mutation of the species?
