Default new pond stagnant?

Hi i put in a small pond with just plants and no filter about a month ago. I was lead to believe that the water would algae up and then clear. well having had a couple of warmer days the water surface started to gunk up and has thickened and turned brown. Is this the first stage of the pond's life? can i just leave it or should i do something? should i skim the surface to allow the sun down to the oxygenators? will the frogs be ok?

the pond is only 2mx1m and 20" deep in the middle. it gets morning sun and then full shade.

appreciate any advice thanks.
