Default Discoloured leaves on roses

My "city of London" roses are developing yellow leaves which are
dropping off. I have sprayed regularly with systhane and the leaves do
not have black spots.
Other varieties of roses in the same bed are unaffected.
I was wondering if it could be a iron or magnesium deficiency?
I have posted a pic if anyone can help
