Default When to plant?

I am newly retired and want to take up gardening. I live in Matagorda
county 30 miles from the gulf. I want to plant carrots, broccoli, lettuce,
mustard, all cool weather crops. However, do not know when to plant them.
Can I start the first of Sept. or is it to hot.
