Default Time to start cuttings

Is this a good time to take cuttings off Crepe Myrtle and Rose Of
Sharon to put in water to develop roots?

Rose of Sharon might work in water but I doubt CM will. You need a soil and perlite mixture, rooting material and good shears. Cut the CM at an angle put on some hormone, use a pencil to make a hole, then stick in the CM. 6" should be a long enough cutting.
