Default spring onions

My first planting of spring onions have grown to about 3 inches although
they are still very thin
and spindly. Do I now water them well or sparingly ?
I was also unsure of how to water them from seeds and onward and now I wish
to resow, what is my best
procedure? They seemed to take a very long time ( 4 weeks) to germinate , is
this usual , and will they grow faster
in warmer weather ? Obviously it is all new to me, so thanks for any hints.
