I've got some runners (hope that's the right phrase) coming under the
fence from next door's plum tree and shooting-up in several unwanted
places in a flower bed in my garden. Apart from cutting the runners
back to ground level - is there anything else I can do to get rid of
them without having to dig them all out (they're pretty inaccessible).

I've also got something similar from a viburnum in my own garden which
is popping-up all over the place.

Ahhh - suckers! That explains why I couldn't find anything when I
tried searching. Many thanks for the info.

The suckers are not very easily inaccessible which would make digging
back to the roots fairly challenging. Looking back at previous posts
the use of a topical weedkiller (eg glyphosate) has been suggested. If
I used something like this on the suckers - does anyone know what the
likely effect on the plum tree in next door's garden would be?

Forget glyphosate.

Dig a trench along the border of the property, around 2 feet deep and
2ft wide, sever all the suckers and use a physical barrier of some kind
- old scraps of shuttering ply or broken paving stones on edge to prevent
further incursions. This is necessary on many plum trees in any
case, to limit the roots and avoid future soil disturbance.
