Default bugs on shrub please help ??

My brother has a shrub (don't know what it is !) that seems to be
getting killed off by some bugs.

Can anyone identify and suggest a remedy ?

I think you have the remedy in the picture!

It's a bit out of focus but it looks like whitefly, and the bugs look
very much like ladybird larvae - whatever they are, I think you're right
in that they are actively predating. So don't apply any pesticides, else
you'll kill the goodies as well as the baddies, and don't apply soapy
water, for the same reason.

Whitefly aren't harmless, but plants seem to be able to cope with a
heavy infestation whereas the same infestation of aphids or red spider
would kill the plant.
