We are thinking of getting a compost bin for grass clippings veg
peelings etc. Does the bin have to be sited in direct sunlight or can
it be in a shetered from the wind but no direct sunlight position? We
can put it at the bottom of the garden which can be warmer, but gets
more wind, or we can put it in a gap between us and next door which is
pretty wind proof, but gets no direct sunlight.

Put it where it is most convenient or least ugly.

Yes - sun does help it run faster, but we don't get hot days all year
(awful May this one is!) - so I wouldn't give it priority unless the
matter of siting has several equal options.

I don't think the wind will make any difference.

Mine are in dapple shade so on hot sunny summers' days they don't
bake. But I don't know at what point such baking would start killing
of the bacteria and discouraging the presence of assorted compost
"helpers" (insects et al)

We just put ours in the most convenient available spot! It's at the bottom
fo the garden, by the gate. I don't think it gets direct sunlight, and it's
probably fairly sheltered, but not deliberately.
The compost on the allotment is in direct sunlight, and everything is
unsheltered!

If you have an appreciable slope to the ground, put it at the bottom. You
will make many more trips to fill it than to empty it so let gravity help.
