Default Hwat's this plant No 2

I was given this plant almost 20 years ago by a customer who's daughter
gave it to her just days before she died so no way for mum to go back
and ask what it was.
She thought it was a Daphne which it most certainly isn't.
It is slow growing, over several years getting to around to around 12 to
15 inches in height, evergreen, flowers in the winter, no scent that I
can detect.
