Default Sowing poppy seeds

I thought all species of poppy seed required light to germinate. But I
have recently sown a tray of P. bracteatum (a bit like P. orientale
and possibly a sub-species of it, with huge red flowers), and the
packet says 'surface sow, exclude light'. This suggests that not all
poppies need light, and for some, it actually inhibits germination. Is
this a fact, and if so, which species of poppies need light and which
need darkness to germinate?
