Now I know what woolly aphid look like ;-(

Are they seriously going to be a problem on a 15ft bay tree? Unless
anyone can give me convincing reason otherwise, I shall do what I do
with all other pests and leave them for the birds to deal with.

I've followed the advice to wash them off with water, but they
clung on and are busy knitting new jumpers.

Soapy water next, but I can't reach the tree top ;-(

Meanwhile, cottony scale has appeared on some of my Acers.
