I have a miniscule backyard; my beloved clematis, Gloire de Lyon, is the
only plant in it and is our pride and joy. Every year, our beloved blooms
begin to look as if they've had a fine dusting of icing powder.

I suspect, as a non-gardener with one plant and Google, that it's got
powdery mildew. Any suggestions?

I suspect your plant is called Ville de Lyon and the mildew can either be
ignored, or cured either by heavy watering in May June and July or sprayed
with a fungicide suitable for curing mildew on roses ie sythane
