Default Honeysuckle dying tips

I've just noticed the evergreen honeysuckle I planted last summer and
that has been growing very vigorously has a few squidgey blackened shoot
ends. We had a mild frost a couple of nights ago, could that have
caused it? I wondered if the stupid electricity board had been spraying
weedkiller in the substation at the side of my garden again. I caught
them doing it up in the air one time and complained, and they said they
wouldn't do it again, but you never know.
