Default Rose mildew?

I have a recently acquired Banksia rose which I think is severely
afflicted with mildew. Much of the new stems and leaves have a thich
white deposit and the affected leaves are curling up. I have sprayed
twice with a mildew specific.

Should I now remove all the affected parts, hoping that the
ensuing new growth will be clean?
