Having found a picture of lemon verbena it appears not to be.

Then we shall need a more precise description, I am afraid.

Lemon Balm?

Sorry if that has been suggested before - lost some posts into space.

Hard to describe. It has furry stems and leaves. The leaves are not
your typical shape. I would associate them with a badly drawn cannabis
leaf I guess.

That sounds more like a lemon scented geranium. They're not frost hardy.

Not lemon balm then. Could it possibly be lemon scented geranium?

A plant that smells like lemon?

Melissa Officinalis, it looks fairly dull , but the scent is the one they
use for lemon scents in food etc.
