I believe you are correct - you have to be able to show that you've tried to discourage them until you're at your wit's end, now you come to mention it. This is a likely an unintentional effect of legislation. Current thinking goes that over time, all deterrent methods have been shown to be ineffective, and the only thing that dows work is to shoot them and put them in pies^W^W^W^W^W. |
