Is it still too early to be planting perennials? If so, when's the best
time?

I live in the South East, Jack and the shops are absolutely full of stuff to
plant now. If you live in the North, it may be too early. If you don't,
then go for it.

I'm not sure shop stocking policies are a good guide to what to what to
plant now. I was in one today that offered lots of seeds, equipment, etc
that is not appropriate to use now. Clothes shops are full of summer
clothes. It's the same idea.

The time to plant varies according to the species and a good guide is to
plant out at the earliest time that you would split clumps/propagate
because this is the time when roots are growing. Hence autumn and to a
lesser degree summer are the best times for some species. Another and
very local indicator is plant when you see the same species starting
into growth in your garden or area.
